I am ready to start cycling my tank.  I know I need to add ammonia till 4 ppm. My test kit is nt labs but it doesn't have 4 on it. It goes from 2 to 5. How can I tell I have got 4.

Actually, you need to add ammonia to get 3 ppm not 4. You need to keep ammonia additions to a minimum or nitrite will get high enough to stall the cycle.

As for the test kit, few test kits have a colour for 3 ppm. All we can do is aim for a colour which is slightly greener than 2 ppm but not nearly as green as the 5 ppm colour. Exactly 3 ppm is not important; the main thing is to add over 2 ppm but no more than 3 ppm - that level will grow more bacteria than a sensibly stocked tankful of fish will ever need.

It doesn't actually matter how much ammonia you add as long as you don't go over 5ppm, and nitrite doesnt go over 15ppm.

1ppm will grow more bacteria than you'll need for a fully stocked tank (for example, a 3" goldfish produces about 0.03ppm per day, as a ballpark figure).
