Gourami Bullying Issues

Hi there
Got my trigon 190 up and running without any major issues and now have half a dozen cherry barbs, 7 sterbaes corys, 18 cardinals tetras and 2 pearl gourami. Unfortunately I've now hot a bit of a bump in the road as my male pearl is increasingly hassling the female to the extent she's now starting to hide away. It started out mainly at feeding times but increasingly he'll chase her whenever he sees her. He's not doing any apparent physical damage - there's no sign of fin damage but I think she's getting over stressed. Do I remove one or other and return them to the shop or add more to increase the group size?

99% sure it's a female so will pick a couple more up next week, have some slack in the stocking levels and was looking to add a couple of fish anyway. Thanks for the guidance as ever
