Change of plan, as there always is, i was going to keep rainbow fish, but the ones i like really are too big for a 4' tank if i'm honest, and would probably be grumpy with Congo Tetras, SO! i'm going to have a lovely big school/shoal of Congo Tetras, BUT! are either, Zebra Danios or Penguin Tetras in your experience fin nippers, if i had 10 or 12 of either too? ( i will be having some corys at last too)

I've never heard of zebras being nippers and mine aren't, penguins can be but shouldn't be if you have enough.
Not wanting to be discouraging, but Seriously Fish, which many of us consider to have the best information on each type of fish gives pH 6 - 7.5 for Congo Tetras and says "Water should be on the acidic side of neutral and soft with good circulation." You might get away with keeping them in your water, but they may possibly not show their "true colours" or be very healthy.

The profiles on this site and on another, more complete, site do specify that Penguins can be nippy. The normal advice for this type of behaviour is to get a large number, 10 or so, of these fish to limit their obnoxiousness. This is reported to work for some, although I have had limited success with it.

Yes thank Richard, i'm going on the principle that im buying local or compatably bred ones from Lfs i dont think the little blighters will know what or where they are meant to live. Mm bigger tank just different problems it seems :(

Well, good luck, ,they certainly are very tempting fish!
I'd be interested to know if they are actually locally bred, very few fish are bred locally or even in the UK, most are imported from large commercial fish farms in south-east Asia, much cheaper to breed and grow them in countries where they can be bred without any need for heat! Some also come from eastern Europe, but there seems to be very little commercial fish breeding in the UK, apart from small-scale specialists for the more unusual species.

i to have had very little success in finding fish actualy bread in the uk let alone localy after many times being told by my lfs that his fish was bread local to his shop i actualy found out that they was actualy taken from abroad than shiped to a warehouse 200 miles from his shop then straight to his shop.
i would be careful with going with the asumption that there localy bread as you may be setting yourself up for dissapointment further in the future
