Decided On My New Tank And Set Up

I'm afraid 19 litres is too small for any tetra species. The only thing I would keep in a tank that size is one male betta (siamese fighting fish) or shrimps.Tetras need more swimming room than a 19 litre tank, even the unusually long for its size Fluval Spec.
You might possibly get away with something like chili rasboras as they are not the most active of fish.

The problem with the Spec is that it is only 21cm wide which, after allowing for the thickness of the glass, only leaves about 20cm width of water.

Which fish did you mean by green tetra? There are no fish coming up on google called just that though it does find green neon tetras and green fire tetras.
Some shops call Microdevario kubotai by the name green tetras - I have some of those and they are far too active for a tank that size.

If you wanted new rather than second hand, a 60cm, 60 litre tank would take up only slightly more room than the spec but would be so much more versatile for stocking. There are several makes this size.

a really nice tank and i think it includes a stand in the
kit well worth looking at

on it work well so well i sold it two weeks later
