how much dechlorinator / conditioner do i add when im adding water. please respond my filter is keeping me up and i need to add water to quiet it down

It will depend on which one you have and the size of your tank. The instructions should be on bottle.

Just woke up and hope you managed to get some sleep. I think it depends on what dechlorinator you use. I use API Stress Coat and it works out at 1ml to 8l. The instructions should be on the bottle.
I had the same problem when I first setup my tank. The last thing you want to be doing at 3am is dechlorinating water. I now always make some extra when I'm doing a water change and keep 500ml or so of ready treated water under the tank in an old water bottle.
