Why always the one?!

I have 6 lemon tetras who are all doing great. Having said that there is always the same one getting his tail lunched. From what I can see he has no signs of infection, is eating well and doesn't appear to be timid or isolated from the rest of the group. As soon as a little bit of his tail grows back it seems to get chewed again. None of the others are getting this and it must be the same one as it never fully grows back before he gets the treatment again!
I cleared out some unwanted tank mates and they were living with just 5 harlequins who have never bothered any of the tetras.
Is he gonna be ok in the long term?
Could he possibly the main rival to a dominant male?
Is there a disease I could have missed?
Just seems a little odd as its happening quite a lot and I've never had more than the one without a tail.
Water parameters are fine and I can see no other signs of infection on any other fish!
