Title: Neon Rainbow always near top?

Hi all
I have 9 Dwarf Neon Rainbow fish and just one of them(female) keeps hanging out near top of water surface.
Ammonia is 0, Nitrite is 0, Nitrate is 10, and ph is about 7.8, KH is 8.2.
Have 70 litre with air pump with diffuser, plus filter is also venture set up and is blowing air bubbles onto surface. Aeration is good. Also good circulation. Lots of surface agitation. Only 1 Java plant and a few plastic ones.
If it was the whole bunch I would be more concerned but just curious as its just this one. She seems to be happy enough and has no noticble lumps, spots or annomolys that I can see. Also feeding if a bit less eagerly than the rest (god these Rainbows love their food ;) )
Any idea why she is doing this?

As you say, if it was all of them that would be worrying but just one isn't as much concern. It may mean that just the one fish is affected with something but the rest of them seem OK. Lumps and spots would have been the first thing I'd ask you but you've beaten me to it, and she's fine in that respect. [For other readers, dwarf rainbowfish are prone to these, and they are a bad sign].
It could be that this particular fish does have some internal problem (since there's nothing to see on the outside) but there are so many things that could be so it's hard to suggest a treatment. I would keep an eye on her for now. If you have a quarantine tank, perhaps move her into there. And if you do have a QT you could try something like eSHa 2000. I would not treat the whole main tank yet though.
